I have heard that when they start getting ruff like that that you are suppose to tell them "No" and stop playing with them. That it can lead to dominance issue and or aggression later. I tend to believe it because my male maltese did the same thing and I allowed him to do it. He does have some aggressive tendencies. In hindsight I recollect "warnig signs" of potential behaviour problems and probably could have nipped some of his issues in the bud. I would definatley handled things differently had I understood what it could have lead to.
