As a baby, TJ did pee more than Sandy. I think it is a boy thing, because Dexter is 2 and he still does. Sandy would let you know when she had to go, she would wiggle and squirm... but TJ would just stand and look at me. I was supposed to know what he was thinking, I guess. He is still that way at 8 months old. When he is quiet and just standing and looking at me.. we need to go out. If I ask him if he has to go potty... he will start jumping and heading for the door.
I started him out in a small area. I have a portable fence and I set it up so he could be right with me. I put down 3 potty pads to start. And we made trips outside about every 45 minutes or so.. as soon as he got up from any nap, and a few minutes after he ate. It was a lot of work but it really paid off. He was almost completely housebroken at 4 mo.'s. I say almost because that little stinker would poop on the rug under the table every great once in a while. I finally took the rug out until he was completely trained. I don't know why he did that. He doesn't do it now.
Anyway, as he got better.. I removed a pad and only had 2. Which I took up as soon as he soiled them.. and put down fresh. Then when he wasn't using them .. we went to 1 which I had slowly moved towards the door. So at 6 mo... he was trained...
I now have a doggie door... incase he has to go before I can get to it.. But they are always with me... so they do not go out unsupervised.. And I have a dog proof back yard with solid wood fencing.
