I am so sorry that your little one is going through this. It is so hard for you to see her going through this. Did your vet check her throat to see if there is nothing blocking the airway? Did the vet try to suction some of the liquid/discharge from her nose thinking that may be part of the breathing issue?

How were the pup's heart sounds? I know you are feeling helpless at this point. I will keep your little one in my thoughts.
