Since it is a chitin inhibitor, it just stops them from reproducing.
That is why some people who use program use other preventatives also (like Advantage)...
It is definately not a preventative but it is very useful (like methoprene in Frontline Plus that stops fleas from passing their genes on, so they can't become resistant to the drug from my understanding).
