I spoke with a woman from a local animal shelter and unfortunately since they are right across the county line there is nothing they can do. The good news is she gave me the number for a woman with Ohio SPCA that takes all measures neccesary to help neglected and abused animals. (She was the only one who stepped in when we had a case of severely neglected horses in this area, the local government would do nothing.) I'm hoping that with all luck she will be able to rescue or at lease make sure that this little one is well taken care of. I still have my fingers crossed. And as for the secret mission to steal her in the middle of the night, I've very seriously considered it but not sure my nursing license would withhold a felony!
