Could it be that most children make quick movements and this tends to scare the little ones. With any of the dogs we have had in the past, we always make the grandkids sit and be quiet.. then let the puppies go to them. That way, they don't feel like they are getting attacked by these fast moving little people. They get to meet on their own level and on their own time. Just a thought. Good luck with your baby.
