I totally see what you're saying! But for some people, it's just too expensive to travel even just to the middle of the country. With this set up, everyone will, at some point, have a greater chance of being able to go - even if they're tight on cash. I think someone mentioned having 2 a year, and they deicded that would be a bit on the expensive side if people want to go to both.
