I have to disagree with you on this. It is not a RIGHT to own a pet, it is a PRIVILEGE. If you cannot afford basic medical care then you should NOT own a pet. It is not loving to let your pet linger in pain. I would also guess that this person probably owns a cell phone, If they can afford something frivolous like a cell phone then they can bring their dog to the vet. JMO.
