That is the norm for when they loose their puppy coat. A good way to help that when they are in that stage is to water down some conditioner and spritz them and brush through. Brush softly becuase you don't want them hating the brushing.
Their hair tends to feel like a brillo when they are in that stage. Hubby used to say that our Lulu used to look like a perm gone bad.
