yeah, bad breeders are all over. The YTCA list is certainly no guarantee but I think it's a good starting place. There are good breeders out there...they are just hard to find. Yorkies are being so overbred, and there are too many unhealthy ones being produced because breeders aren't concerned with what they are breeding.
OP - be sure to do your research and ask the breeder a lot of questions. good luck
