There is a family who lives about a block from me. I drive by the house everyday on my way home, and everyday she sits on the porch, huddled in the corner. A beautiful little girl who looks to be no more than 6 months old. She sits outside with no food or water visible most of the time in the 90 degree heat and the freezing rain. I just want to snatch her up and take her home with me. I have contacted the local dog warden and all they can do is "educate them" on taking better care of her. I spoke with the owner and asked her if I could have her, she was hesitant, made excuses. I want to rescue her, I'm not sure where to go from here. Help, who do I talk to now?
