6 years ago when I first got my Chanel - I tied some of my husbands dress socks on the ends into knots to make soft toys for teething and she
loved her sock toys - both my girls did - actually they still play with them and now they're 6 & 4 years old -
I never thought to put treats in them ...but go read so you get the idea - this may be something you could try -
