Always do your homework before you buy from ANYONE. Not referring to any particular case but I have seen a few threads where the breeder was made out to be the perfect and it turns out their breeding practices were anything but. It is good to take in references from everyone but it is still important to do your research one anyone you are considering.
As far as purchasing out of your area, you can spend a little extra and fly out there. It may cost a little more but at least you won't be buying a pup sight unseen.
