No they don't from my experience - I was concerned about this the 1st time I flew too - lol. Also, they did not weigh my carrier.
But the biggest thing to be concerned about, is that the carrier fits under the seat. I even searched online and found a site that listed measurements for about everything on the smallest plane I would be on.
Because my understanding is that if the bag doesn't fit under the seat, the bag, dogs and all have to go with the flight attendant to some bigger spot

In the long run, I bought a roomy bag I found on clearance at Petco - not my favorite color, but roomy and very functional - because I decided that I had enough pretty purses for the babies and this carrier would only be for airline travel.
