With my little Nikki (whose now almost 7 months) I have to use 1/4" rubber bands.......her hair is fine and her bangs are still not long enough for the top knot.......but most of the hair stays up. I just put as much as would fit in the rubber band up........and every week it seems that some grows a little longer. I got a ton of the rubber bands on ebay.......and I just cut the bands out with scissors once or twice a day.........that way her hair doesn't break......and I re-do the pony tail. I use a wire brush on the pups......but be careful not to get the wires in the eyes or scratch their noses......and start at the bottom (tail/butt) and hold the hair at the base when you brush so it doesn't pull and hurt them. Nikki yelped the first couple of times I bushed her......but now she's used to it and almost falls asleep. Good luck!
