omg! i wouldnt stop there. i would contact a lawyer with pics in hand and want to sue for damages and abuse. i would make sure that person NEVER touched another dog again. I would call the ASPCA, and the BBB to report the groomer, and the person who employed them.
that is totally unacceptable. EVER.
