It isn't a whole toolbar for paypal, just an icon on your regular one.
You can do a "search" for the file name. If that doesn't work go to the control panel then click on add and remove programs and see if it comes up on the list. It will show "PayPal Plugin".
If it comes up you can uninstall it. Then go to to Paypal and reinstall it and this time click run instead of save.
If it doesn't come up you can just go to Paypal and start over and install it clicking "run".
