The YTCA is the parent club for yorkshire terriers...as such they dictate the standard for yorkies. Many are members soley because they are involved in showing and not necessarily for breeding purposes other than perhaps for their own lines.
They request to be included in the breeder's list that's available on line.
No, I don't think a breeder has to be a member of YTCA to be reputable, however, ones that are...have agreed to a specific code of ethics.
