No, you can never make blanket statements such as that, and furthermore you cannot conclude that just because a member is on the YTCA they are reputable, perhaps they just haven't been caught yet. The YTCA's members promise certain things and can be expelled for not behaving in an ethical manner. That said, I think the YTCA referral list is an excellent way to introduce you to breeders in your area so that you can interview them.
