Actually these laws are specifically designed for the puppy miller. Pennsylvania has more than it's share of puppy mills, and would gladly crack down on them, but first you have to have a law. Some of these puppy mills have AKC credentials, but again the AKC can't so anything about it if they are within, "state laws." So these laws should have a huge effect on the treatment of dogs in kennels, as well as banishment from the AKC. Of course the puppymillers will turn to the alternative registries, so it's important to inform others about the different standards in registries.
