Higher protein has nothing to do with being better/worse for "smaller" dogs. Higher protein is only a concern for dogs with compromised livers/kidney/pancreas.

One concern w/ EVO vs. regular Innova is that EVO is higher in fat (in comparison to other higher protein kibbles). Anecdotally, it seems that it's the fat that often is causing problems in some dogs on EVO (bc as soon as you switch them to another higher protein kibble, but standard fat content - they're fine). Puppies do generally need a bit more fat than adults - but this is a difference to be aware of, as there have been problems.
