What I would do - DO NOT give her the run of the house, keep her on a leash, the leash connected to you, so you can catch her in the about to position, tell her NO, NO, potty outside! Take her outside, let her finish outside, repeat, potty outside! Praise her and give her a cheerio right then when she does go outside, when she does ring the bell, good girl. They are not truly potty trained till they are about a yr, some even 2. Just keep at it, in the end the hard work will be a great reward.
