There are many things to consider other than the age of your girl. I would suggest you look in the breeders' forum, search through some threads there. Breeding Yorkies is a huge responsibility and there are many risks. It is not something that should be done casually and without MUCH research. To answer your question, though, you should never consider breeding a girl until her second heat, at least.
