I hope you were able to get the bleeding stopped. They don't have much blood volume, so blood loss really can be an issue. I have never heard of leaving the clamps on for so long. Usually the clamping (done before the cut) seals off the vessels so you can remove it soon after.
When my vet did the tails this last time one puppy kept bleeding after I got her home. I took her back and he put silver nitrate on it.
