You're exactly right. Everyone needs to decide what is best for their dog but you can't just take a vet's word on it. I switched vets because I had one that insisted on giving the rabies vaccine annually even though, by law, the rabies vaccine used in my state must be the 3 year variety. IMO, the only reason for this is greed, not the welfare of our dogs.
