Alot of cities have limits on how many animals you can have. I know Fort Woth says you can only have up to 3 of each speicies. For example 3 dogs and 3 cats. I think they put limits to help prevent situations where someone gets over ran by pets and the SPCA has to rescue those poor babies from horrible conditions.
