good for Dallas! Maybe this will put an end to some of the backyard breeding. And at $70 per animal, it won't be hard for the responsible breeders to afford the permit. I just wish it was harder to get away with having an intact pet if someone isn't a responsible breeder...but I don't know how that would be regulated.

The only thing I don't agree about the new regulations is limiting the number of animals a household has. That's like telling someone they can only have a certain number of children. If you're not going to pass a law limiting the number of children a person can have, then you shouldn't be able to limit the number of pets someone can have. As long as they are well cared for and cause no problems for neighbors then someone should be able to have as many as they wish.
