You know..this really sucks and is not fair. She was doing the "right" thing and being a "responsible dog owner". Now her baby is gone because of someone being an irresponsible dog owner. Not fair at all... No other dog can replace the one she had!
About a month ago, I walked Stomper down my street. These people let their German Shepard and Lab run free in their front yard sometimes and other times have them leashed up. Well...that day when Stomper and I went by, both dogs came running towards us on the other side of the street. I tried to grab Stomper in my arms (as I did once before on the street when the dog came after me and the guy said sorry it wouldn't happen again), but I couldn't do it in time. Both dogs where jumping on me (I had scratchs all over me), jumping/biting on Stomper. I tried to keep pulling Stomper away with his leash which was basically strangling him. His collar came off his neck I was pulling so hard (I know...this sounds terrible). Finally, the guy across the street and his wife came running out and pulled their dogs away. Stomper was fine and was doing his best to fight back the whole time. Needless to say, I cried the whole way home. I was so upset and felt hopeless. I am lucky my Stomper boy was OK. I will NEVER walk on that part of my street again. I hope those people realize that too...I used to walk him DAILY that way! They should feel bad and terrible.
Anyhow...this guy in your story above should never have a dog again. Hopefully he learned a serious lesson. At least in my story, the irresponsible owner probably will never let his dog loose again.
