I had a Yorkie, Gracie years ago that had collapsed trachea but it was very severe and collapsed in the thoracic area so surgery wasn't an option. She did go into congestive heart failure and pulmonary disease. We treated her for a year with bronchodilators and heart meds but she was so bad I had to let her go. But hers was a very severe case. My 11 year old pom has a collapsed trachea, among other conditions, but it is not bad enough to warrant meds and she has had it for years, she just went into congestive heart failure but is doing great on a diuretic and a heart medicine. The vet said if she didn't respond to the meds she would refer me to a cardiologist for further testing. How old is your baby? Maybe ask the vet to try some basic meds to see if he improves. My vet said that if the heart medicine didn't work, it was a very general one, then further testing would determine which part of her heart wasn't functioning and more specific drugs could be used but a cardiologist would have to determine that. Good luck and keep us posted,
