I agree with you on both points. Our local dog park has 2 different fenced in areas 1 for dogs under 20 lbs and one for over 20lbs.
That is such a horrible story.
I won't be taking our new puppy to the dog park until he is a least 4 or 5 months old. I would be way to scared. But by the time he is that age it will be winter.
