Ears take time as anything else. 5 weeks is still a little young, IMO. The breeder needs to work with the ears by shaving them and possibly taping and massaging them. Some ears are just never meant to stand.

Usually around 7-8 weeks is when I start working with my pup's ears by first shaving them. Then, I make other adjustments as necessary.
