Just keep taking her outside and being consistent with her. She is not going to know to use the pads unless you take her to them, wait for her to go and praise her every time. If you don't want to do that, just take her outside often and try to prevent accidents. Once her body matures a little and she can hold it long enough to let you know she needs to go outside, she will know exactly where to go and what to do. Loki is a bad example because he has diabetes insipidus (water goes right though him, he pees often, which gave us lots of practice!) but he had no clue until he was 4-5 months old. At 6 months his accidents dropped dramatically but still happened. By 10 months he was ringing the bell to go outside every time and accidents only happened if we didn't hear him or let him out fast enough. It might take a while!!!
