I think it will pass with time. Just socialize her as much as possible with other people and dogs and experiences. Play dates with other yorkies and visit or invite people to come over and play.
I would emphasize having her come to you instead of you going to her.
Stand back and call her. Give her lots of time and I think eventually you'll see she will get over this that way.
