I googled it and couldn't find anything saying you couldn't use a silicone based primer around your eyes. In fact I even found this:
"The most important part of any eye make-up routine is to get the base right. Neutralise any redness (especially near the lashes) with a skin-coloured base. Around the eye, foundation tends to slip so choose a specialist primer containing a bit of silicone, which will 'hold' any products you apply on top"
