I think a baby pool would be great! I have a Little Tykes pool still from my kids who have outgrown it. I am going to fill it and let the water warm up for the furbutts to get some splash time in too
What else could the boy who has everytthing get????? Hmmmmmm How about a day at a Dog Spa? Get him a massage? I looked up a couple of places in Philadelphia
Mind you, I have only read about these places, I have no personal experience w/ them

Or maybe donate to a local shelter by getting him something from one i.e. toy, clothes, treats?? Just a thought!
