Has her hair always been thin? What you feed has a lot to do with skin/ coat quality. I am a raw feeder and when I first adopted my rescue, she was almost bald her hair was so thin. After 4 months on the raw diet she has a thick, fluffy and shiny coat. I also give her Nordic Naturals Pro-Omega fish oil supplements a few times a week.
Definitely post in the breeders section, but its my belief diet has a lot to do with coat quality.
