Layla also has pretty fine hair and I use the tiny little Goody "Ouchless" elastics. I get them from Walmart. They stay in pretty well, and I just make sure the hair isn't pulled too tight. I always make sure there's a little poof in the front so it's not too uncomfortable for her head.
