Do you use a puppy pen? The pads I have are big enough that it only takes two or three to cover the entire floor of the puppy pen. I start all my puppies out by covering the entire floor area and then gradually reducing the amount of floor covered over time until there is just one pad at one end and their bed at the other. Then when I take the pen down they still go to the pad. It works pretty well. Even though yours are older you might want to try it and see if you can get them to go to just one area and one pad. It sure beats having to step around pads all over the house. Just a thought.
