What I think might have happened is she got overwhelmed and bought on impulse. We all know one puppy is a handful. She did not expect the work she was really in for. She was feeling the post- purchase anxiety and started doing the math in her head, realizing how much money she was going to have to invest not to mention time. Reality hit when the lights were off and the puppies reminded her of what she got herself into. I doubt she intentionally deprived them of food,she just did not know how often they eat or maybe stress could have played a part in them not eating as much. I am glad you took the puppies back..
