I give another vote for Buddy Belts. Buster has one and it fits him quite closely (and comfortably). There is absolutely no strain on his neck, and there's also no way for him to wiggle free from it.

I bought ours from www.metropawlis.com, and their prices are competitive and their service is excellent (it's also nice to buy from a non-big-box store).
