First things first, get some Karo/corn syrup and put a dap on your finger then onto his tounge.
Second, Pull him and momma out and let him nurse on his own without the others oushing him away.
Make sure you give him private feedings about every hour.
I know others will have better things for you to try, but that is what I do when the runt isn't doing so good. unless he dont respond to that, then I take him into the vet and get advise there (vet is also Yorkie shower&breeder)
