I have the same problem and I have used every shampoo on the market. My Sasha (6 years old) has had this problem since she was about 2 months old. I have taken her to several vets and a dermotogilist. She has been on steroids, shots, strict diets and prescription shampoos but I cannot find anything that helps. Sasha also licks, bites and scratches constantly and no matter what I do I can't find anything to help her. Please let me know if you find relief for your for your yorkie. I hope you do.
