I only use Cindy's (Chattiesmom) step-in harnesses, and I have a little Houdini also. He's actually worked his way out of travel crates, playpens, and car seats, so I understand your concerns.
These are the only ones he hasn't been able to get out of. The straps don't need to be adjusted that often, but there are several adjustment points, not just one.
These are kind of like a bra...two loops and you put their front legs in each loop and pull it up over the top and snap it. It also has two D rings on top of that to attach the leash for even more security.
At no time is this harness anywhere close to Gizmo's neck or throat.
I really like these and find them to be very secure.
