I've never heard of applying when they're wet but then I don't use that product - I've never HAD to use a preventative till I moved into an apartment - I always treated my yard and my girls were flea free for 6 years
so if I were you - I'd do the house - the yard and find out all you can on getting rid of them - there's a ton of sites on the net
Also -
Get some CAPSTAR pills from your vet - they kill biting fleas
right away - it's only a temp fix but it will make HIM feel better.....there's going to still be crawling fleas which would drive anyone nuts - so you really need to treat your home too
