Maybe you could try to find a place that has efficiency apts. You would then have a kitchen and could save money by not eating out so much and that would help with the costs of adding the pet fee. Most places that have these are 'family' oriented and would more likely not have as much of a problem with the pet issue. Also, they are usually privately owned and not a part of a chain so are more open to negotiating costs.
