Lee, for the most part drawing blood is safe to do on adults and older puppies. I just would not recommend doing it on young puppies unless they were sick and the vet recommended it. It is now advisable to wait until they are at least 6 months old. In the case of the puppy that died that you were telling us about, that was a sick, weak puppy and I am sure the blood draw just was more than it could handle.
