You need to follow a schedule and stick to it. Take her out every hour. She apparently cannot yet go two hours. Also, when it is warm and they drink more water, they will need to go out more.
I just saw you tried the bells. Oh, well... You will really need to do one thing and not switch around. That will confuse her.
