It will take time. When Timmy was a puppy he did the same thing but I had to teach him that wasn't acceptable. Make sure you lay his pads where you want him to go. I suggest not to place pads in different areas of your home. Always keep an eye on him, whenever you cannot watch him I would confine him. Once he does the first poo poo on the pad praise him to death and give him a treat. Soon he will know that poo poo on the pad is what he needs to do. When he does poo poo somewhere he's not suppose to just make sure you give him a firm "no" and walk him to the pad. I use to take mine to the pad every 30 mins when they were puppies and always used the word potty.

Have a lot of patience. It will work out for you.
