You have to love that scruffiness! I was wondering the same thing since my Kobe is 10 weeks. He's not out of control yet but I just wanted to know for my own information. I asked at the vet (we go to Banfield at Petsmart) and the nurses said you can take them whenever you want just as long as they have their rabies shot.
Either way if cutting it is gonna make it change then I'll let go for now since I love that puppy hair!
