I have a couple of questions:
1. Has he ever gone on the peepad (even once) and you praised him for it?
2. How is he doing at night time? Does he hold it all night? Where do you keep him? If he does hold it all night does he go potty outside as soon as you get up and let him out?
3. How old was he when you attempted to crate train him? How big was the crate and how big was the area in the crate that he had access to?
4. How many times a day or hourly are you taking your puppy out?
If you can answer these questions, perhaps I can address each issue and see what changes you may need to make to make the housetraining more successful and less of a tedious, wearisome chore.
